saudi arabia is host to islam's most holy sites. it is the country that brands islam as a religion.

majority of US mosques are owned by saudi arabia. saudi arabia has a major stake in european universities. saudi arabia is a prolific sponsor of islamic terrorism.

the only "moderate" muslim-majority state i can think of is turkey...and that is going the jihadist route.
