Blanking Screen On Demand

How can I blank the screen (DPMS off on monitor) on win98 and/or win2k? Is there a program I can use to do it on demand, say by clicking on a desktop icon?
 
scrnsave.scr under XP, not sure w2k or win98....find the ****.scr which is the blank screensaver one and right-drag to desktop and create a shortcut.
 
That's not exactly what I was looking for. I'm looking for a way to acually power down the monitor so it goes into power save mode by clicking something on the desktop. scrnsave.scr blanks the screen, but the monitor stays on at full power.
