BlackBerry Pearl MicroSDHC

Hey all. This is my first post in the Gadgets forums so be kind if it's been discussed before.
I have a blackberry pearl flip. The model is 8220. I've bought two separate brands and amounts of microsdhc memory and the phone keeps showing significantly less memory than the listed capacity.

The first was a PNY- Bgb class 4 which only registered 7.3 gb.
The second is a Kingston- 16 gb which is only registering 14.9 gb.

Is this a problem with the phone? Is this a normal occurance with microSD? Is there an acceptable percentage or amount of memory capacity loss with microSD?

You can expect to lose approximately 7-9% when taking into account the Gigabyte - Gibabyte switch.
