Black Screen of Death with Green Line

I've been having this problem ever since I had to format the hard drive and reinstall windows. The screen just goes black and there is a green line across the top. It happens on a daily basis. I'm getting to the point where I might reinstall windows again, but I don't want too because of the enormous about of drivers and software that I would have to reinstall.
 
could be monitor or video card failure. try running with generic VGA drivers. If line persists it is probably video card.
 
I have a Hercules Geforce2 MX400Video Card and a NEC MultiSync FE700 Monitor. The card has never been overlocked. Under Control Panel -> System ->Device Manager there were two Monitor drviers installed, Default and NEC MultiSync FE700. I removed the default and that seems to have fixed the problem. It alway happened when I tried to install large programs. In fact I couldn't even install Max Payne without it happening. When I restart Windows it automatically reinstalls the Default Monitor drivers without asking, so for now I just disabled it.
