It would have been no problem meeting the burden for a compulsory psych eval. Highly agitated and hostile for no seeming cause, ideas of reference and paranoia, possibly hearing voices or thought insertion, doesn't seem to be rational, denies having initiated the contact/interaction or having requested anything of the officer though clearly he did just minutes before denying it.
