Bizzare hard drive failure

I was on my computer this morning, and there was a brief power failure, less than half a second. However, the computer didn't seem to be affected, didn't flicker and kept on running. However my router needed to be unplugged and plugged back in. I still had no internet so I restarted my computer. But it won't restart. It gave me the safe mode menu, and regardless of what choice I choose, i never get the windows screen, it just reboots itself and starts over. I tried putting in the Windows install disk and using the recovery console, and as soon as I ran chkdsk on the C drive, i got a blue screen, and a message with a file chfs.sys i think. I was going to have windows repair the windows installation, but according to the program, the drive is empty! One last try I used my roommate's external USB drive enclosure on his computer. As soon as the computer recongizes the hard drive, it rebooted his computer through the usb. We tried changing the bios to boot off the usb drive, but then it rebooted immediatley just like my computer. So it seems like any activity through the hard drive causes the computer to immediatley reboot. I haven't downloaded or installed anything in several days so I don't know what could have caused this. Any ideas? There is some important stuff on that drive that would be very hard to loose. Thanks.

Sounds like the drive is straight up fried. I would contact the manufacturer of the hard drive at this point, see what they suggest.

2 things you might try.
First, using the recovery console, try FIXBOOT. It will write a new bootsector to your drive.
If that fails, try reinstalling windows. If it's successful (and your drive isn't fragged) it will leave all your files and settings intact, however, you'll have to download and reinstall all the updates for windows and your peripherals.

sounds like you had a head crash - drive spun down before wands could park.
the heads float over platters.
i'm a bit confused about your usb tries, but anyway the first step is to try the HDD in another computer as a slave to make sure its not the mobo IDE/sata controller.
that failing, you could try HDD regenerator software app.
the file was prob ntfs.sys

edit- dont forget to change jumper to slave

I'll try this first before anything else. If it does not resolve your problem try the repair installation. If it still does not fix your problem, then try a full re-installation.
