BITS Processing will not enable on windows 7 64

I have a windows 7 professional OS that is 64 bit. No matter what I try I cannot get the BITS to enable. When I try to enable it I get an error code that says "windows could not start the Background Intelligent Transfer service on Local computer...see system event log error code-2147024891.

I have gone through the microsoft foregin support program where in the end he told me to reinstall the OS and that would fix it. I did an upgrade/repair install and not the one were you format your had drive-I did not want to reinstall everything.

THe only thing I can figure is there is some program that confilicts with bits. I use avg for antivirus and malewarebytes. I have tried in safe mode too and nothing happens.
Any ideas? I cannot do any updates with out the bits being turned on. I have a gigibyte board with an I5 cpu.
