you dont have a heat sink mounted right in front of those intake... and the HDD allow a gap large enough for air to move though.
If you were going to add a radiator up front, then you would need 120x2 fans to support the radiator.
One could make the argument that because that front fan has to "battle" the stream of hot air coming from the top of the case (created by two high SP fans), the resistance of the case front panel (mesh or grills) and maybe a dust filter, it't just like having a radiator in front or back. A big object that somehow has to have air pushed through.
Personally I like top fans to be exhaust as heat naturally will rise top the top of the case. So having intakes lower, and exhaust higher works well (In my experience).
Although natural air convection is not a valid assumption in cases (and in particular small cases), as long as the premise of a continuous stream of air flowing through the case can be created, everything works out.
