Biostar TF520-A2 problem

I have a new AMD 4000+X2 and the Biostar TF520-A2 rev5.0 motherboard. After installing all the parts, upon power on, it just spins up the fans and drives, no video or anything. The onboard status/error LED's indicate an "abnormal" error, which involves the cpu/chipset according to the manual. All the parts are installed correctly. I tested everything besides the motherboard and cpu in another system, and all works 100%

Clearing CMOS doesn't help. The manual says to reseat the cpu/memory. I reseated both several times, but to no luck. Many different kinds of DDR2 memory tested on board, none of
which work.
