BIOS & windows artifacting

Ordered some new Cathode lights & put them in this afternoon. Upon turning computer on the bios and all though windows artifacts with total random digits & colors in places. I pulled video card & it reinserted, nothing changed. I pulled battery & reset bios & it loaded XP just fine. then when I left the rooom & came back it was artifacting while running windows! What could this be? Temps of video card & cpu are fine. What could be causing this after rearranging some wires in the case? Thanks
