BIOS Freezes...?

I just got a new computer today, set it all up except it doesn't have any hard drives in it yet, and the BIOS freezes after a few seconds and none of the keys work.


System specs:

Athlon 3400+
DFI Lanpary UT nForce3 250Gb
2x512 PQI PC-3200 RAM
XFX nVidia Geforce 6600GT
 
On the surface it sounds like either a heat or a power issue. I would personally lean towards a heat issue, perhaps the heatsinc isn't keeping the processor cool enough....
At least that is what my personal experiences point to...
 
Before the freezing issues started i was able to get a look at the CPU temp and it was 50, which sounded a bit high for it being just turned on... i'll see if i can re-attach the processor and HS/F and see if that resolves the issue. thanks.
 
My cpu temp is 49 degrees celsius and for some reason the fan won't spin faster than 1800 rpm. Which i find odd because isn't the max rpm on it like 3600? why would it only be spinning at half speed?
