WinRAR will open and decompress them if that's all you want to do.

If it's a <cough> file that you downloaded, you may want to install daemon tools (search for it on google).

A .bin file is an image file meant to be burned to a CD, it stores the exact location of each file in the proper order meant to be burnt to. Either use Alcohol 120% to burn to a CD or install Daemon Tools to mount the image as a virtual CD-ROM in your system (works great for games that have to load large maps for new levels, don't have to wait for the CD-ROM to read the files slowly)

I stand corrected. I'll second the Daemon Tools suggestion (dunno why I didn't think of that).

You do not open up a bin file that is firmware. Go here select your router (where you should have obtained the firmware) When you get to the firmware page at the bottom half of the page you will find a FAQs section. The first question is: How do I upgrade the firmware on my router?

Click the link and follow the instructions.
