it's meant to be burned to a CD, like an ISO.

Basically, the BIN contains the information, and the CUE sheet says where it goes on the CD.

I don't know of programs to open them, but I'm sure they exist.

cdrwin is a good one. just load the cue track and burn away. fire burner may be your best bet. i dont think fire burner has a burn speed for unregistered copies like cdrwin does (max 1x if unregistered).

depending on what you are wanting to do, you could use an iso buster and extract all the files in the bin to your hard drive. like if you are installing a program, just bust it open and install, then delete. in one case i extracted this way and just copied the info to a cd. worked fine installing that way.

er, i guess i mean it's cheaper to get an iso extractor (free) and take all the files out, then burn the files, then delete the extracted files. just make sure you know what files go where.

you don't open them really., just burn.

Application to use this is called CDRWIN.
The Cue file is just a small text file, try opening with notepad if you need to edit it.

Generally this is a preferred form for WAREZ distribution. So pardon if I ask, WHY DO YOU ASK? ;)

I use Fireburner for bin/cue files. It is a stand alone program that does not write to the registry.

c'mon, cdrwin is so simple. You need to open the cue with notepad and make sure the directory for the bin is correct. Just make sure it's "BINFILE.BIN" instead of something like "C:\ripped off copies\BINFILE.BIN"
