Fallacious reasoning. Discourage != prevent. They may reduce accidents, but they can't eliminate them. The light had been red for at least 5 seconds when the Jeep ran it, so the driver likely never even saw the red light. A red light camera won't prevent an accident where the driver doesn't know the light is red.

I'm not in favor of red light cameras, but I'm not in favor of using fallacious reasoning either.
