BIG problem..Can't boot from floppy

Asus p5ad2-e premium motherboard.

I have now tried 2 of these same motherboards, 3 floppy drives, and 2 floppy cables.

The boot disk will boot up in EVERY computer except for this one. It is important for me to have the floppy drive working because I need to load SATA/RAID drivers when installing windows 2003 server. PLEASE HELP!
 
I should have made it clear...the system will boot to a windows cd, but the floppy doesn't work. It tries to access the floppy, but doesn't work!

The error message I get when I try to boot from the floppy is: "reboot and select proper boot" Even though I know this boot disk works on all other computers.
 
I think it's a BIOS problem too. Make sure you enabled the FDC controller, set the correct floppy disk type, enabled boot-up floppy seek, and set the correct boot order to have floppy disk in the first position.
