It's just one file right?

You could use a program like HJsplit to split the 1.4gb file into two separate files at 700mb each. The two files could then be burned to a 700mb CD-R.

If you wanted to access the original file, you would need to copy the two split over to the HD and then use HJsplit again to rejoin them into the single 1.4gb file.

When I've done this in the past, I've always included the HJsplit.exe on each CD-R that contains the split file. It's a very small program that doesn't require installation. Just run the .exe file and you're good to go.

Have you tried compressing the file (WinZip, PowerArchiver, etc.)?

Both WinZip and PowerArchiver support spanning an archive across multiple disks.

Any good file splitter lets you do a "copy /b file1 + file2 file3" to just concatenate file1 and file2 into file3, so you don't need a special joiner.
