I have an AGP board right now. If I buy this card for my current motherboard then buy a PCI Express motherboard at a later date, can I just move it over????

No, that is an AGP card. PCI-E and AGP use 2 completely different connectors, you cannot move it to an PCI-E system.

The GPU (the core/chip itself) natively supports PCI-Express. I don't know why they tried to list it as a feature.
