I think one difference between Bezos and Musk here is that Bezos doesn't seem interested in putting much of his own money into this, preferring instead to not bother developing anything without government money. Possibly true, and to this point SpaceX seems to be delivering.
However, I think we all know that the cheapest quote for any project isn't necessarily the one that works out to be the best in the end. Cost consciousness has also factored into some notable NASA disasters. With Elon suggesting that he's likely to get some people killed on this Mars quest, I have to wonder what kind of safety compromises SpaceX might be willing to make.
