All the time? Not really. We really don't rely on limp-wristed police, or transit police, to insure the safety of escalator riders like Canada apparently does.

It's more likely any officers in the area would sooner push you down the escalator to keep traffic flow moving, than they would arrest you for not holding on.

I don't remember seeing any handrail signs in the NYC subway system. I doubt there are many actual laws on the books regarding handrail safety in our cities. Though who knows.

I want to know more about the tires on the balcony. Who keeps tires on a balcony? Is this a Canadian thing that can't possibly be understood by us lower folk?

yes. Apt dwellers tend to store stuff on their balconies during winter months.
