Beta Fish problem? Any tips?

So I got a Beta fish yesterday and setup the bowl for her. I go to sleep only to find that the bowl was empty this morning. It turns out the fish had jumped out of its bowl and into a trash can nearby. I don't know how long it was out of the water but it was dried up. As a last ditch effort I put it back into the bowl but she just sinks to the bottom. I think the fins are kinda clumped and that's why she's having issues swimming.

Is there something I can use to fix the fins?
 
Never buy a beta fish. Always wait until the final release.

The fish is still alive??? wtf?
 
...if there's even a remote chance, you'll have to aerate the water because it's not able to swim to the top and gulp air.
