Best way to setup a fax server?

I'd like to setup up some type of fax server system (if possible) on our network that would let users send faxes from their PC's to the fax server, then the fax server would fax them off. Receiving would all be done by the single fax server.

We have a workgroup style of network (Non Server/Client based) and I'm just wondering what would be the best way to accomplish this?

We've got a mix of pretty much every Windows OS except for Windows 95...
