Best way to restrict which websites can be visited?

What's the best way to have a WinXP limited account only able to access a website/domain (and any it uses) that the admin sets? I've tried using XP's built in proxy in the past, but it just wouldn't work sometimes, even if I allowed the whole domain.

Is this different from the hosts file? It seems like I also tried using the hosts file, but again there were some sites that just won't work with it (some disney site I think).

If you don't mind forking over some money you could always go with something like netnanny.

HOSTS File. It also gets periodically updated, and you can get to sites like the disney site...
