Best way to kill fly swarms

So lately there's a been a bunch of flies hovering around the business complex I work at. We tried fly spray from supermarket but it's a waste of money because it only causes them to scatter for a a few minutes and they come right back 5 minutes later. It's gotten so bad that it started with maybe a dozen to 3-4 dozens now. It's driving me crazy. It doesn't help that it's a high food traffic area and it's breezy all the time.

Any idea?

This is outside the place? Or inside? If inside you got something dead somewhere breeding them. Clean your office. If outside, try hanging those sticky rolls of fly paper.

It sounds like he works at a restaurant or something like that, which means there is a dumpster out back filled with food scraps. There isn't much you can do about that.
 
This is outside. There's no dumpster around the area. These flies move around really slow in the same proximity. Apparently the pest control call them cluster flies...

We put out fly sticker tape in the area they swarm. Hasn't catched a single fly in 2 days.

This is what I do. I use fly spray to make them disburse and find places to hide. I then spray them with windex/409/bleach mix. They die after 5 sec of getting hit. It's just kinda annoying to go after eat one and their hiding place. I need a deterent so they don't come back.
 
Swarms are no problem, set some glue traps/tape.

It's that last fly that keeps taunting you that will drive you mad.

Fly paper actually works really well.

But once you have cats it becomes cat paper, and then you just have to start cleaning your kitchen every day instead.

Anyway, the update is that I killed a shit load of them, but there's still a few here and there. It's insanely windy today though. 30mph all day, so there's no swarm going on.

Yes, there's ammonia in windex. This shit I'm mixing together is toxic as hell, there's fumes coming out of the squirt bottle.
