Best way to filter downloads on a NT internet gateway?

I've got 45-50 users here using a Midpoint Gateway modem pool for 'Net/Email access. I just had another user try to install another stupid screen saver program. When it didn't display right she changed her monitor resolution - to 1600x1200 @ 85Hz. Needless to say this 17" Hansol didn't handle it. I had to reboot it in VGA and uninstall the screen saver. Yes, we've published memo's and warnings about downloading and installing software but do they listen? No! :|

My question... What is the best way to filter downloads? I've looked all through the Midpoint Gateway program and AFAIK there's no way to do this. Is there another program available that will prevent certain files (.exe, .com, .bat, .vbs, etc) from being downloaded? We are not using Exchange or anything. The Midpoint Gateway acts as a modem pool and proxy/firewall. Any help greatly appeciated! :)

Is this midpoint gateway a separate device, or is it an NT based server? I'm confused by your title. I'm gonna take a stab and say that it is a separate pool, and that you have it connected to the NT gateway, which acts as the server for the LAN. In this case, some software can serve to block all of the files from being downloaded. I cannot find the name of the software that I used a while ago to mess aound with, although I looked around. As I understnad it, A SonicWall will allow you to do this, if plugged in between the device and the server PC, plus it can block outside intruders. Sorry I can't dig up the name of the software.
