Best Way to construct sentence inside?

C) Please see attached agenda, and if you haven't done so already, forward final slides by Tues COB.

Leaning towards A)
 
Did you mean to end B with "do"? If so... no. If it should have been "so," [edit: I see you fixed that now] that one is the same as A except you expanded the contraction. No difference IMO. I'd take A or B.

"Agenda is attached. Send final slides by EOB 19 AUG. Failure to submit slides means non-participation and will be dealt with accordingly. I will not be held responsible for errors or mistakes on your part."

Make order, set expectations, explain consequences.

I like how your version is not only unnecessarily pushy, but also twice as long without adding any useful information. I'm sure you're a joy to work with.

@OP: I usually see COB written before the date ("COB Tuesday") rather than after. Other than that A and B both get the point across.

It should read something like this:

"See attached agenda and get me your freakin' slides by COB Tuesday or I'll send your worthless behinds to the slaughter house. It's not my fault if you're late, and I'm sure as heck not going to stay all night long doing the work for all of you lazy freeloaders."

There - I think that's probably more like what you WANT to say to these folks...
 
I am in accord with Filliam H. Muffman, err, I mean biggestmuff in making it clear and to the point. However, use the specific time if possible rather than COB/EOB.

See attached agenda. Forward final slides by 5:00 PM, August 19.
