Best videp card under $100?

I don't really pay attention to the low end of the video card market, and I'm building a computer for someone that doesn't want a card over $100. I was thinking that the ATI Xpert 99 would be a good selection for them. They only need like 8MB of RAM. The guy's a lwayer, and doesn't play any games. Just internet, and word processing mostly. So what's everyone think?

Ironically I was just coming here to post the EXACT same question...
I am building a PC for my brother (a lawyer also) and he only needs the comp for internet, word processing, and some kiddie games (not for him for his 3 kids)

3d is NOT a concern, 2d is a concern, and $ is king.

any more input anyone?
