Best video card [with dvi] for around $50?

Looking for a video card with DVI. Don't care about gaming, just surfing the web.

However, I would like this card to last through Longhorn, and I heard you need DirectX 9.0 for that and at least a 128mb card.

Does OpenGL matter to me if I"m not gaming?

I know the 9600/9800PRO are probably the best for the $, but since I'm not going to game with this card, I'd like to stay around $50.

I looked on Newegg and they seem to have so many different ATI and NVIDIA models to choose from. I'm lost!! :confused:

heck, i get by with onboard video in my htpc for divx/mkv files, and it can play games too. (just not games like doom3/farcry)
