Best Video Card for video encoding with PCI Interface?

A friend of mine has a Dell PC with integrated graphics (i.e., no available AGP or PCI-E ports). He needs a graphics card for video encoding/decoding. Would the ATI 9250 or the nVidia fx5200 be the better choice (both with 256mb RAM).

Does one even need a good video card for video encoding? I thought the CPU did all the work.
