It should, seeing as I'm running a P3-700 on the same MB. Plus, "OCing" the Celeron won't OC your system, as it'll be running at 100MHz FSB. FYI, I'm able to get this P3-700 up to 868 on a 124MHz FSB, and that's with my memory and probably my video card (Xpert 128) holding me back--if you're not running the system out of bounds, it all depends on how OCable your Celeron is.

Oh, and the Radeon goes for around $130 after $30 coupon at Buy.com, the V5 for $140 after coupon, and I'm not sure about the GTS. But if your limit is $200, you'll probably be able to get both a phat video card and a Celeron2. And for the Celeron2, you can buy a slocket at Onvia for ~$11, free shipping. You might want to check with CompuWiz in these forums for guaranteed OCable Cel2's, tho I'm not sure if he only sells P3's now.
