Best Value Card to Run Blu-Ray DVDs @ 1080p

what should I look for? Price is the most important. If I game at all, it will be some older RTS games. Further, I would like the card to have a dvi and vga output.

I have a new mobo with a PCI-E slot and an E6550 @ 2.33GHZ CPU.

whats your budget? 9600GT just came out today...but if you are into heaving gaming, i would suggest a 3870/8800GT.

Budget would be under $75 (if possible for stutter free playback).

couple of additional notes. not into gaming at all and 3d performance really isn't important. would like to be able to once and a while run a game.

Also, doesn't have to have vga, because I believe some come with a DVI to VGA adapter. My tv has a HDMI input and a vga input. Its an Olevia 37" 720p tv. Hopefully it is HDCP (?) compliant.

You don't need an 8600, the 8500 has the same hardware decode engine. Either way make sure it is HDCP capable. I bought an XFX 8600GT that specifically said HDCP capable on the box and it wasn't. XFX sucked ass and told me to return it to newegg and buy something else. I bought an MSI 8500 and it's awesome for HD DVD and BDROM playback at 1080p.
