Best TV Tuner card

What is the best tv tuner card and should I have one ? Is it really any better than just using your VCR instead ?

It's much more convenient and most of the time the quality of the recording is better I think. Hauppauge's higher end cards are good so is ATI's Theater 650 Pro..

Are there any good tv tuner cards that you can use externally like through usb?

I don't have any experience with USB TV Tuners, but I've read some posts here and people seem to like Hauppauge's WinTV-USB2.

Thanks. One more question is it worth getting a tv tuner card if you can't afford a one that is over $75 ?
