This is only true if you want to use the native resolution. At 1280x1024 or 1600x1200 it is pretty clear that you need a fast card to run games at that resolution. However, on a 17" 1280x1024 lcd it is actually very playable at 1024x768,
see for yourself, just don't go any lower. Lesser demanding games without fast 3d graphics, like SimCity, probably wouldn't look so good. And at the desktop you simply have to use the native resolution to make it look good. If you chose 1024x768 on a 1280x1024 it doesn't look so good.
Your Ti-4200 should work fine. But if you want to run at SXGA (1280x1024) or UXGA (1600x1200) with high detail and acceptable framerates, you should look into something faster. But seeing as you describe yourself as an occasional gamer, just keep your TI-4200 for the next 9 months.
