best software apps for web design

I am looking into building a website and I was wondering what are some good apps that will make it easier for me to build a site. Also what language should I pick seeing that I am a beginner.
 
For design, use photoshop. Slice up the picture and export to web. Use dreamweaver to code and put the site together. If you're using a scripting language I would suggest PHP. I would consider myself a moderate professional (hobbyist), and this is what I use. I've used them since the beginning (less notepad).
 
photoshop or paint.net to do a mockup
eclipse to do the coding (for java/servlets/jsp/html/css/javascript)
notepad++ for quick/simple html/javascript/css
