Best silent or near silent fan?

keeping sound level in mind first, then performance, what are the most powerful 80mm, 92mm, and 120mm fans?

I have one in my junk box in the closet and 2 or 3 of them still strapped into my old 1080 case in the attic. 80mm fans are so 2002. :p

I put 2 in my AMD box and one in the power supply of my Zalman PS. They're pretty sweet undervolted.

Affirmative. The L1A 80mm's I have (3 all from Japan) are sweet, the 2 120mm pretty much suck.

whats the difference between japanese and chinese panaflos? and how would one go about telling if the fan they were going to buy was from japan?

I assume it has something to do with better Q.C. (Quality Control) in Japan. Whether you will notice the difference and if it matters is dubious.
