best program to OC my gf4

whats the best program out there to overclock my 4400? thought it'd be better than it actually is. also my 4400 is a refurb...is it safe to OC a refurb?

there is a utility built into the nvidia drivers that allows you to overlcock, you just have to enable it. Search the internet for a file called coolbits.reg and run it to unlock the "clock frequencies" tab in the advanced driver options.

Yep. Otherwise you can try Powerstrip, Rivatuner etc
