Best program for creating website layouts?

Im trying to create an interesting layout for my ezine and dreamweaver is just being so difficult. I am using the tables to create my layout and when I preview in browser, the cells are all different sizes. What should I use to create my layouts? Or should I just do something different in dreamweaver?
 
Well if you can't use Dreamweaver, then you are probably going to find using other software slightly difficult. I use FrontPage currently, works fairly well.
