Best Processor for Mysql/Apache PHP server?

Ok I am wanting some opinions here. I am trying to decide what would be the best processor to use for my setup. My website http://redtailboa.net is currently running on a POS Celeron 1.7Ghz with 1Gig of ram. The server is also running 1 crappy 5400RPM 40Gig IDE Drive.

Now my plan is to spend about $1,000 total. I was thinking of doing 2x80Gig SATA drives since SCSI is way to expensive, atleast 1 Gig of RAM.

Basically I just need a suggestion of Motherboard and CPU. I started reading benchmarks and saw that the Athlon MP maybe a good choice. Is the Opteron really worth that much more money? 64Bit is not a problem for me since I can just customize the OS to utilize it (Bsd or Linux). My biggest point is that this machine will be dedicated to heavy load from Mysql and Apache/php. I basically want a cpu that does the best bang for the buck when handing db and httpd request.

SMP AMD is very cost effective. Particularly modded (for MP usage) and overclocked XP's. The performance is also very nice.
 
Get a P4 2.4 C for about 175. Go with the ASUS p4c800e-delux
Go RAID 0 or 1 with 2 or 4 SATA drives. Check out western Digitals. they got a 10000rpm sata drive for reasonable price and they are freaking fast.
Get 1GB of ram definately.

After reading a few reviews I think I will go with a Dual Athlon MP unless a Duel Opteron goes down in price within a month or two.

Any suggestions on motherboard for Athlon MP?
