Best PCI Vid Card

So, I have this friend who has a PC that only has PCI slots. The processer and ram are just fine but he is using some crappy GeForce 4 MX PCI card. I checked the spec of his board and it looks as if he only has 3 PCI slots and 0 AGP so that rules out what my normal advice would be as far as cards are concerned. So, I just need to know what the best directX 9.0 capable PCI card is or if there even is such a card.

 
No card that comes in PCI is going to have the sheer performance to make DX9.0 a worthwhile feature. Games that absolutely require a DX9.0 card are likely going to take any PCI video card down to a slideshow. That being said, he already has a discrete video card solution (GF4 MX), so although there are better cards out there, he's not going to see a night and day difference if he upgrades. Overall, it's not worth his money. He'd be better off trying a mobo upgrade to something with an actual video card slot if he really wants to game.
 
Here is one of the best pci cards. There also is a 256mb version at that site. $100 for 128, $150 for 256mb. The 5600 beats the 5700le. There was a prototype fs5900 pci, but never made it to production.
 
While that card is technically faster, it's still a complete DX9 dog. Buying an FX series GPU for DX9 is like buying a Geo Metro for Off-Road Racing. What exactly is this person doing with their card that needs DX9 so bad, or does he just assume that it's a good thing? Also, what are his other specs, what does he have to work with? Like I said, he could perhaps grab a cheap mobo and a video card, and get much more performance. Lastly, don't recommend a 256mb PCI card. Another useless gimmick.
 
I agree with Zobar. SImply buy some new parts. Upgrade the PC. If the PC lacks AGP then the motherboard CPU and RAM canot be that good.

He's trying to play Call of Duty : United Offensive but it tells him he needs a DX9 card. The regular CoD worked just fine. I haven't actually looked at his PC to see if he is doing something wrong so that could be the case.
