Best PC to remote control of Android phone?

Hi I have a few cell phone that I use for work. I have another work laptop at satellite site in a trailer that we use the phone as the internet connection. This site only has one person (not knowledgeable about phones or PC) and it'll be their only internet until att puts a line out there.

I need an android app that lets me control these android phones because sometimes the guy says the internet is really slow and I need to reboot the phone remotely.

My work phone also is a little slow in getting me messages so I'd like to read the txt and missed numbers from it remotely on my PC.

Is airdroid the best app for it now. Free is best as I have to fill out paper work to buy stuff on the phone even if it's 99 cents.

Airdroid recently updated itself for remote control, but it requires an account (no surprise there) so I didn't bother to update it. You might want to give it a look for your purpose.

would it work on a nexus 4? What's the cheapest most stable phone? It just needs to be on 24/7 with the wifi/tether on.
