I've been using DialPad.com for some time now. I use a headset and the quality seems very good. The rates are also very cheap (4.9 cents to italy)

The best combo I've found is:
Hardware:
"Actiontec Internet Phone Wizard", or similar. (Allows use of a regular telephone.
There are 2 versions: external USB, and internal PCI slot).)
and software:
Net2Phone.com.
Italy: $0.059 /minute.
PC-to-PC calls are free, using Net2Phone.
Note: Be sure and run "Spybot" after installing the Net2Phone software, to weed out the "BargainBuddy" junkware/spyware.

OR........if you have a headset, get him to buy a headset as well, download a voice chat program (TeamSpeak, Roger Wilco, Gamevoice, Ventrilo, etc....) and you can chat for free. I don't recommend Roger Wilco though, either Gamevoice (most user friendly) or Ventrilo (superior voice quality, not so user friendly --- server side)

Or, hell, use the voice chat feature in MSN messenger.
