Best partiton and backup software

First post here, so go easy on me . I was wondering what the best software was for partitioning and backing up an IBM 75GXP 45GB, I'm not that tech savvy on this. I'm running Win98SE. By the way, is the IBM 75GXP 45GB the 46.1 gigger I keep hearing everyone talk about? Thanks for the help.
