BEST P4 CPU to reach 3GHZ for under $250???

I had my eye's set on 3GHZ ever since one of my buddies showed me his 2.53B cpu that hit 3040mHZ on an Asus i845PE board. He had Corsair DDR400 Ram with also. I was wondering if I would have a better chance with a 2.4B which is cheaper. ANy ideas (no im not going to by a dell to get a stupid C1 stepping).

A friend of mine has the 2.4GHz Pentium4 and he has managed to overclock it to 2.988GHz (18x166MHz fsb) using PC1066 RDRAM. It's an excellent chip.
