Best open source proxy server?

Looking to implement some sort of tracking software for a local non-profit. Trying to make sure all employees are doing what they're supposed to, not doing what they're not supposed to, etc.
(We're trying not to be "big brother", but we're pretty sure there is a problem and need to either rule it out or come up with proof).

I was told to look into proxy servers.

1) is that correct?
2) if so, can anyone recommend a good open-source one?

I had used Squid awhile back for web-caching and it was great. It eventually it stopped working for some reason but most certainly because of changed in my local network. Haven't had the time to try and get it working again. Interestingly enough, I've wanted a pfSense router forever but was never able to get it configured correctly. Always ended up going back to Untangle.
