the Thermoengine v60-4210 with stock fan and Zalman CNPS2005 with stock fan both scored very well at frostytech.com (the two newest reviews). Both were quiet and very good performers.

The Taisol CGK742092 has one of the quietest stock fans, (only 21CFM, but it's only like 30dB).

My Alpha PEP66 is very good and isn't very noisy without the Delta 38cfm fan on there.

You can always mold yourself a funel that will channel the air from a quiet 80 mm fan(from outside) and direct it to the CPU.

get a FOP-32-1, the big delta fan on WBK38 is louder then my hair dryer....

The Thermaltake VolcanoII has the best noise/performance fan, 36cfm/31.5dba. I don't know how good the hs is though. What you could do is buy a good hs, then buy a VolcanoII for $8 from newegg.com and just use the fan off of it.
