I write personal journal on Evernote currently.

Is there any journal tool(offline version), something like Penzu. I will put it in cloud so that I never loose it, therefore no need of online sync or anything.

If you use windows 7+ you can have onedrive save the file to cloud so it wouldn't matter what software package you used to generate the journal with. As for the actual software I don't have any suggestions so good luck with your search.
