There was a Ducks Vs Stars game (around 2002 or 2003) that turned into a penalty fest...during the 3rd period, there was a fight pretty much each time the puck was dropped...both penalty boxes were full at the end of the game...my google skills are failing me as I cannot find anything about that game...
