Best free firewall?

Comodo. Hands down. I use the Defense + feature though. Makes me feel that I've not left anything out.
 
Window firewall works well as long as you having the latest security patches and using a behind a router using private addresses.
 
If you really like command line stuff, and know exactly what you're doing, you could use wipfw. It's the BSD firewall (which I hear Macs use too) for Windows. I really like it on my desktop. My laptop's suspend/standby broke around the time I installed it there; but I don't know if it's related, and my desktop's suspend works fine.

I bought my folks a laptop for Christmas and they'll be doing their annual long vacation in the next couple of weeks. As such they'll be using a lot of hotel networks or free wifi. Going behind a router really won't be an option for them, so in that case is something like Comodo or Online Armor a good idea?

I have used Comodo and it seems to be a good firewall. Not tried Online Armor so I cant say how it is. But my favorite free firewall has been for years ZoneAlarm Free Firewall found at......You can give it a try and see what you think
