Best fanless PCI-express card choice

I am building a new system, probably based on the MSI Neo K8N motherboard. I want a fanless system (wish the K8N was fanless- anyone have an opinion on a heat spreader attached to the northbridge). What PCI-express video card would suffice for this system. Looking at under $100, and the system will be used for web browsing, photo editing, etc. Massive 3D-game rendering is not important. Thanks!

I think Gigabyte makes some good fanless video cards, but since you don't need a high-performance one, your search should be easier.
