I too would reccomend dpreview.com.

Some quick things to note:
**dont buy on the number of megapixels, look at sample photos and how good they look** You are taking pictures not pixels. In photography the end result is all that matters, how you get there is not important. My freind bought a plastic wierdo camera off ebay and it yields some interesting photos.

*Dont spend extra for digital zoom. It uses the same pixels and literally zooms in on them. It is obvious. Get optical.

If you can spend about 50 bucks more, then you can get the Powershot A40. A lot of people on AT have this camera and are saying it's really great. You can get it for $250 at office max by following this link
 
OM is throwing in 128MB Compact Flash for free along with the Canon A40. That is one sweet deals.
 
Increase your budget by $50 and buy the Canon PowerShot A40 for $249 which is one of the best entry level digicams and an excellent price.
