Best deal in a dial up ISP provider?

What do you guys think is the cheapest deal in a dial up ISP provider? (I'm using a cable modem so I'm not current on this stuff, but I'm setting up some nephews and nieces.)

Ideally I'd like two (or more) email addresses, but I'd like to know the best deals both ways (with one email account, or two), if you guys know.

The crowd around here has best deals pretty wired and down!
 
There're some free isps, but you know the quality.
There is American Express card holder's free deal, and I heard it's actually pretty good.
Then, AT@T Worldnet, 4.99, 14.99 for 150 hours a month, which should be more than enough, but 4.99 one may have some sort of ads on it.
 
There's a free one called Excite FreeLane. It has a banner but doesn't seem to have a monthly time limit or even require banner clicks.

Juno's pay service (no banner) is sometimes just $5 a month.
 
saying isp provider is a little redundant, kind of of like dvd disc, or fat table. sorry, thats a little pet peeve of mine.

i'm a fan of local isps, usually better quality service, and easier to get in touch with. unless you travel a lot, i'd definately stick with somebody local.
 
Sorry, should has said the location is NYC. So just about any ISP but local providers elsewhere will have a local call dial in number for the location.

 
What is this Amex card holder's free internet deal?

I've got their Gold Card. Went to the web site and didn't find any free or discount internet service as among their card member benefits.

Please point me in the right direction.
